A large group of French civilians, including women, children, and elderly, crowd around a distribution table draped with a banner reading "American Red Cross / Section de la Riviera" in this gelatin silver press print dated September 28, 1918, copyrighted by the Western Newspaper Union. The photograph documents a clothing distribution to war refugees who had reached the French Riviera, which the caption identifies as a major center of American Red Cross relief activity during the final months of World War I.

The table is piled with wrapped bundles of clothing being distributed to the assembled crowd; a toddler in a white dress stands at lower left beside a boy in a wide-brimmed hat, and a mix of adults in civilian dress including working women, an elderly woman, and several children press together behind the banner.
