Julius E. Williams is depicted in this CDV-format trade card produced by Zimmerman of Chicago, with the mount also bearing an imprint for W. B. Hall & Co. of Bridgeport, Connecticut on the reverse. The small portrait photograph is centered within an elaborately printed decorative border featuring scrollwork, foliate ornament, and a shell motif at the base, with the photographer's name and city printed in banner cartouches across the top. The patent date notation visible at the top center of the border suggests the decorative frame design was a proprietary format, consistent with trade card practices of the 1880s.

The subject is shown in a close bust view, wearing a dark coat with a white collar visible at the throat, his light hair swept back and a full mustache neatly groomed. His expression is composed and direct, with a slight three-quarter turn to his pose.

The reverse of the mount is printed in an ornate typeface with the name Julius E. Williams centered prominently, accompanied by a rubber stamp reading "With W. B. Hall & Co., Bridgeport, Conn.," indicating a professional or commercial association. A penciled notation in the lower right corner reads "11/07/04 DOLBZ."
