The United States Treasury Building in Washington, D.C., identified by ink inscription along the left border of the mount, is documented in this CDV dating to the 1860s, with no photographer's imprint visible. The elevated vantage point provides a sweeping view of the building's east colonnade and the formal garden grounds below, with the broader cityscape of Washington visible in the middle distance, making this a more expansive and compositionally sophisticated view than the typical street-level tourist card of the period.

The Treasury Building's long neoclassical facade with its full-height Ionic colonnade dominates the right portion of the frame, while a formal parterre garden with geometric plantings, iron fencing, decorative gate posts, and a small obelisk monument occupies the foreground. Two figures stand on a terrace at left, and rows of commercial and residential buildings extend into the distance at upper left. Telegraph or utility wires cross the image diagonally.

The Treasury Building, constructed in stages between 1836 and 1869, is one of the oldest federal buildings in Washington and a prominent example of Greek Revival civic architecture. Its east wing colonnade, visible here, was completed in 1864, helping date this photograph to the mid-to-late 1860s when the building was newly complete in its current form.
